The Proof Layer is Ghost's cryptographic trust infrastructure. It creates device-signed, hash-chained evidence for model provenance, context fingerprints, memory references, policy outcomes, locality, and timing. It lets institutions verify Ghost behavior instead of merely trusting it.

Deterministic Replay preserves enough state to re-run a past Ghost decision with the same input, context, model version, seed, and execution assumptions. The result can be compared against stored output hashes so institutions can audit high-consequence decisions with cryptographic confidence.

Ghost is not a blockchain. There is no distributed consensus, token economy, or mining requirement. Ghost uses a locally stored, cryptographically linked evidence chain anchored in device keys so the system stays faster, simpler, and more private while still being verifiable.

Gate 3 currently exposes Qwen 2.5 7B, Whisper Large v3 as activatable now, while 7 additional sovereign packs are installable ahead of deeper runtime integration. We publish install eligibility and runtime support separately so installed packs are never overstated as active when a deeper runtime hook is still pending.
